Shluvim Association, established in 2004, initiates and operates programs for Children with Learning and Cognitive Behavioral Disabilities in Israel, especially in the Southern region of Beer Sheva and Sderot. All of these children are from low socio - economic status families. The bulk of the work is in needy and deprived towns in the southern and central areas of Israel such as: Ashkelon, Ashdod, Beer Sheva, Kiryat Malachi, Kiryat Gat, Arad, Yeruham, Rehovot, Sderot, Gedera, Beit Shemesh and more. The Association’s activities focus on the advancement of equal opportunities in education and it works towards integrating children with special needs into society. Educational Equal Opportunity in Israel is the goal of Shluvim.
The unique "HANDS" program aims at assisting at-risk children in overcoming their behavioral and emotional problems, which lead to limited attention and poor concentration resulting in their inability to function properly. To improve these children's integration into the education system this systematic model based on intervention was devised which places the emphasis on interpersonal communication and the development of social and interpersonal skills.
The program currently assists more than 1,000 children in Arad, Beersheva, Ashkelon, Ashdod, Rehovot, Gedera, Sderot and elsewhere. About 50% of these children are members of the Ethiopian community.
The program seeks to better channel the emotions and behavior of the children to enable them to take full advantage of their own natural abilities, all within the formal education system. To achieve these goals all available human resources among the educational staff as well as the pupils' parents are mobilized to help the children adjust to the social educational framework while taking into account the child's needs and catering for them.
At-risk children facing serious educational problems are the main concern in our work. Our principal response to these acute difficulties is a model geared for the individual that provides a unique support system for these children. In recent years, this program has been up and running in elementary schools in Beersheva and in Ashkelon too.
The Empowerment Model, which offers a response system for children who find it difficult to adjust to the Israeli education system, integrates a program of systematic intervention involving parents and the educational staff. The children repeatedly enjoy empowerment and success in their home classrooms together with their own educators.
This model sees the educational teams as a most important resource for the development and success of the child who is finding it difficult to adjust. Our team members acquire practicable tools which are designed to lead the child on a significant road to success in learning and social behavior.

The program includes regular parental counseling, parental involvement in the child's successful experiences as well as discussions and cooperation with the educational staff.
Academic research on the "HANDS" program is conducted under the direction of the Ben Gurion University of the Negev with the Association's cooperation.
Training center: The Association's facilities enable social workers studying at the Ashkelon Academic College to receive practical training and gain experience in working with the program.
